If he refuses, the bishops can proceed to a secret vote on his removal, in which at least two-thirds of the synod’s voting members must take part. The synod does not have the final word. The FBI investigated two priests and conducted surveillance connected to them. One belonged to the Priestly Fraternity of St. Pius X (FSSPX); the other, his uncle, was associated with SSPX Resistance and had been ordained by Bishop Richard Williamson. Agents researched travel and credit-card records. FBI personnel in Boston surveilled the second priest at the airport, while Customs and Border Protection questioned him and searched his phone. The main reason is that the statutes are still awaiting the necessary recognition from the Vatican. Hotel rooms that had been reserved for the November meeting have been cancelled.
